Sources close to the defender say he is still making his mind up after City offered a two-year contract earlier this month.
Walker is due to return from his holidays over the weekend ready for pre-season training, starting on Monday.
And he plans to hold talks with City boss Pep Guardiola before the squad jet off on their pre-season tour of the Far East on Wednesday.
If he does indicate he wants to leave for a new challenge, Bayern would still need to agree a fee with City.
Walker has one year left on his deal and the hope at the Allianz Arena is they could land him for £15million.
Another option is to offer French international Pavard, 27, a move in the opposite direction.
He operates at right-back or centre-half, so his versatility could appeal to Guardiola.
However, the City manager is still hoping the club can hang on to Walker despite his difficulties during the Treble-winning campaign.

The ex-Tottenham star has a long-held ambition to try his luck abroad before the end of his career — so a move to the Bundesliga appealed.
But he was pleasantly surprised by the offer that City came up with — and it made him realise he remains a valuable part of the squad at the Etihad.
In the meantime, Bayern are also trying to sign Walker’s England team-mate Harry Kane from Tottenham.
